As it ended in 1648, leaders gathered and constructed the Peace of Westphalia, a treaty that reassigned territories and, in the spirit of the Roman republic, gave the right to the various delegates to rule over their own lands and people. In 1618, a collection of wars began, known as the Thirty Years’ War, and spread throughout Central Europe. ![]() Not until the rise of the Roman empire did the world see a government that was fragmented, with city-states ruled individually under the larger umbrella of the emperor. In his book, World Order, renowned diplomat and political scientist, Henry Kissinger, defines it as an inexorably expanding cooperative order of states observing common rules and norms, embracing liberal economic systems, forswearing territorial conquest, respecting national sovereignty, and adopting participatory and democratic systems of governance.
